Man, 52, Suspected Of Trying To Arrange Sex With 14-Year-Old

SACRAMENTO (CBS13) -- The Sacramento Police Department announced Monday that it has arrested a 52-year-old man who is suspected of trying to arrange to have sex with a 14-year-old boy.

Police received a complaint Oct. 17 that Phillip Colwell, 52, was sending sexually explicit emails to the child and began an investigation.

Posing as the 14-year-old, detectives continued contact with Colwell and ultimately set up a meeting him. Officers and detectives followed him as he arrived at the meeting location under the pretense of engaging in sexual activity with a 14-year-old child. Colwell was taken into custody without incident. Officers found computer files with multiple images of child pornography in his possession.

Colwell was arrested for unlawful communication with a minor, communicating with a child for the purposes of sexual contact and possession of child pornography.
