Governor Proposes Combining Personnel Agencies

SACRAMENTO, Calif. (AP) -- Gov. Jerry Brown is proposing more ways to save money, this time by combining two personnel agencies into a new California Department of Human Resources.

The administration estimates that merging the State Personnel Board and the Department of Personnel Administration could save up to $5.8 million annually by eliminating as much as one-fifth of the agencies' 427 employees.

The consolidation also would make it easier to hire and discipline state employees because departments could approach a single agency for approval, the administration says.

It submitted its plan Tuesday to the government watchdog Little Hoover Commission, which by law must review such plans. The commission has twice called for the reorganization.

After the commission's review, the merger will take effect unless a majority of legislators object within 60 days.
