Gov. Brown Says No Progress Made On Budget

 SACRAMENTO, Calif. (AP) -- The California Legislature is scheduled to convene Tuesday amid uncertainty over the fate of Gov. Jerry's Browns budget proposal.

   The biggest question is whether the governor and majority Democrats can get Republican support for a special election on taxes this summer.

   If they can't, Democrats have floated the idea of approving the election on a simple majority vote. Such a vote almost certainly would be challenged in court because legislation on taxes and ballot measures require a two-thirds majority.

   Talks were dealt a setback Friday when Senate Republicans released a list of 53 reforms they want in exchange for backing the election, which would ask voters to extend recently enacted tax increases.

   Brown met with individual lawmakers over the weekend, but on Monday his office said no progress was made.
