1-Year-Old Twins Found Alone In Stockton Apartment

STOCKTON (CBS13) - The parents of 1-year-old twins have been located but not yet charged after the babies were found in a Stockton apartment alone on Thursday with a burning candle inside.

"She shoul be arrested and the kids should be taken away from them," neighbor Roquell Thorton said.

Stockton Police officers were called to the apartment complex in the 8100 block of Mariners Drive on Thursday at around 2:45 p.m. after neighbors heard crying from the apartment. When police knocked on the door, nobody answered. They got a key from the landlord, but they didn't need one. The door was unlocked.

"Anything's possible around here," neighbor Jesse Dews said.

"She just neglected those kids, that's horrible," Thorton said. "Oh my god. I couldn't never do that to my children."

Child Protective Services took the kids to the children's shelter in French Camp, but it wasn't until Friday morning, more than 15 hours after the kids were taken into custody, that CPS finally made contact with their mother...

"I don't know what the circumstance is, but hopefully they'll get it worked out," Thorton said. "My son is 13 and my youngest is 9, and I still don't leave them like that. You just don't."

Police say a meeting has been set up with CPS and the parents next week and that as of Friday evening, no charges had been filed.
