According to county police, the shooting happened around 4:00 p.m. after Francis was arrested for violating a protection from abuse order he had been issued earlier in the day. Police were alerted to Francis being outside of a home on Yester Square inside a vehicle, which was in direct violation of the PFA.

He was taken into custody and a firearm had been taken from his vehicle.

Francis became combative during the arrest and kicked a window out of a police car during transport.

When an officer attempted to remove Francis from the car, he pulled out a gun and shot the officer three times in the neck and torso. Francis then fled from the scene.

The officer is a 32-year-old man and a four-year veteran of the force.

He is currently in stable condition at an area hospital.

The Allegheny County Police Department, Allegheny County Sheriff's Office, Pennsylvania State Police, Pennsylvania Attorney General's Office, Pittsburgh Police, and U.S. Marshals and the ATF are all assisting in the investigation.

Francis is facing charges of criminal attempted homicide, escape, flight to avoid apprehension, aggravated assault, and violation of the Uniform Firearms Act.

Anyone with information regarding Francis's whereabouts is being asked to call 911.
