Police say they spotted 23-year-old Tyrique Craighead, of the North Side, on North Avenue in Manchester.
Authorities say he refused to pull over and led officers on a chase onto Route 65 where he got stuck in traffic.
According to police, Craighead got out and ran, but was caught near Mexico and Davis Streets in Brighton Heights around 4 p.m. Police say they used a Taser to take him into custody.
"Some guy come running out the back and all these police was there and they tased him and he was down on the ground and they held the Taser in him," said Pamela Harding, a witness. "He listened to what they said, and everything went accordingly."
Craighead was being checked out at Allegheny General Hospital before being taken to Allegheny County Jail.
