Penn Hills Double-Fatal Shooting Suspect Charged

POINT BREEZE (KDKA) – A suspect wanted in connection with a double-fatal shooting in Penn Hills has been charged.

Andre Lamar Olive Davis, 22, of Penn Hills, to turned himself in to police Wednesday morning on Meade Street in Point Breeze.

Police say Davis knew the victims.

"We think we have the shooter," Allegheny County Police Supt. Charles Moffatt said. "We think there's only one shooter. We believe we have the shooter and that's it."

Angela Proctor, 51, and her son, 22-year-old Manning Proctor, were shot and killed in an apartment in the 8800-block of Westwood Road early Tuesday morning.

"She was just an innocent victim," Moffatt said. "She comes up, she hears an argument and she goes upstairs and the shooting occurs and she gets shot."

A 19-year-old was also injured in the shooting and was last listed in stable condition.

Police say the shooting was over a small amount of money - several hundred dollars.

Evidence at the scene pointed to Davis and they found the murder weapon police say he ditched after the shootings.

Davis has been charged with two counts each of homicide and aggravated assault. He also faces firearms violations and was taken to the Allegheny County Jail.
