The Metropolitan Transportation Authority plans to shut down overnight subway service Tuesday night for the first time in 115 years.
"There's a cost to staying closed. There's also a cost to reopening quickly," Cuomo said. "Let's be honest about it."
Each reopening benchmark requires showing a consistent downward trend that is assessed by region, regardless of how big a community really is.
The reopening will be phased and work hand-in-hand with measuring certain metrics.
Also participating in the coalition are New Jersey, Connecticut, Pennsylvania, Delaware, Massachusetts and Rhode Island.
New York City subways have operated 24/7 for the last 115 years, other than blackouts, strikes and severe weather. For now, subways will be closed every night starting Wednesday.
Schools will continue to offer remote learning for students at home.

The nightly shut down will commence at 1 a.m. May 6.
"If we do this right, it is a science, reopening," Cuomo said. "It is based on numbers and data."
The MTA also announced some additional changes to its Code of Conduct on Wednesday.
