Howard Schwartz of the Connecticut Better Business Bureau said that does block legitimate telemarketers.
But, he told WCBS 880 Connecticut Bureau Chief Fran Schneidau, that "there are exemptions to the Do Not Call Registry. For example, calls from political parties or candidates, public opinion poll callers, or even charitable organizations."

Schwartz said that, unfortunately, technology has opened the floodgates to unauthorized would-be telemarketers from overseas.
Also, if you want to complain, it's quite likely the number that popped up on your caller ID is fake.
He said the Federal Trade Commission is planning a summit this fall to outline a plan to deal with it.
