Bone-Chilling Cold Continues Across Tri-State Region

NEW YORK (CBSNewYork) -- Wednesday was another frigid day in New York, where 10 of the first 14 days of December have seen temperatures below normal for this time of year.

Winds will continue to whip between 15 and 25 mph, and the wind chill will remain around 12 degrees, said CBS 2's meteorologist John Elliott.

The high temperature Wednesday was 27 degrees -- and while that's about 3 degrees warmer than it was Tuesday, it didn't feel any better. Parts of the area may see flurries before day's end.

Tonight will be also be cold and breezy. It will warm up slightly Thursday, as the expected high is 38 degrees.

The bitter cold temperatures are not only uncomfortable, they can be very dangerous especially for the elderly, homeless and young children.  

The New York City Office of Emergency Management offers the following Winter Weather Health Tips:

Tips for Staying Warm: 

Exposure to cold can cause life-threatening health conditions. Avoid serious conditions such as frostbite and hypothermia, by keeping warm.

  • Wear a hat, hood, or scarf, as most heat is lost through the head.
  • Wear layers, as they provide better insulation and warmth.
  • Keep fingertips, earlobes, and noses covered if you go outside.
  • Keep clothing dry; if a layer becomes wet, remove it.

Experts list the following as must-haves for winter driving: fully charged cell phone, small shovel, food and water, heavy gloves, scarf and hat, and a warning device to signal other drivers, like flares or reflective triangles.
