NYC Taxi Commission OKs New Rules For App-Based Car Services
NEW YORK (CBSNewYork/AP) -- New York City's Taxi and Limousine Commission has accepted new rules governing app-based ride-hailing services.
The commission initially required companies such as Uber and Lyft to submit any proposed app changes for its approval. The providers said that would have stifled innovation.
The commission revised the rules after public comment.

The companies are now required only to notify the commission of any changes.
The commissioners voted unanimously Monday.
"It puts those requirements in the form of a rule with the penalty attached so there's monetary or suspension or revocation if you don't provide it," TLC Chair Meera Joshi told WCBS 880's Jim Smith.
Said Josh Mohrer, general manager for Uber in New York: "They were able to maintain their policy objectives while not slowing us down on the innovation side."
Other rules include mandating itemized receipts and clear price estimates when surge pricing is in effect.
Uber riders may not see anything new. The company said it's always been offering what is now mandated under the rules.
