About half reported sales were down in the first half of the year.

The other half say sales were the same or better.

Levin president Matthew Harding says second half projections are slightly better.

"Approximately half of the retailers in our survey said that they were optimistic for increase in sales in the balance of the year," he told WCBS 880 reporter Levon Putney.

Harding also says more retailers plan to open more stores, which is good news as the country struggles to create more jobs.

"Close to 30 percent reported that they expect to hiring additional employees during the second half of the year," he said.

Overall, he thinks it's all a sign of a slow, steady recovery.
