That's why Rockland County Executive Scott Vanderhoef is focusing the county on identifying and rooting out illegal conversions.
"Illegal apartments or homes have been established in buildings that are not marked, not approved, and when firefighters or others get there they risk their lives not knowing how to get in or get out some of these places," said Vanderhoef. "It's not just one village. It happens to occur in a number of places in Rockland County."
He says having all municipalities enforce the code would ultimately save lives.
"Firefighters here in Rockland County are volunteers. Their lives are very important to us," Vanderhoef told WCBS 880 reporter Catherine Cioffi. "The fact is we don't want anybody to die."
