County Executive Ed Mangano plans to lay off another 700 workers, including those at the police department.
Those 700 are on top of an already planned cut of 300 workers.
He also plans to have workers pay 25 percent of their health insurance costs as well as take police officers out of desk jobs and put them on the streets, while closing two police precincts.
"This budget is not a scare tactic. It is reality. It is what many counties are facing across the country. Our residents are at the end of their rope with respect to paying additional taxes," said Mangano.
Mangano said there will be no property tax increases.
Some museums may also close because of the county's budget woes.
The county faces a $310 million budget gap.
