Westchester County Police Captain Thomas Gleason told WCBS 880 reporter Monica Miller that it didn't appear that the animals were mistreated prior to their deaths.
"Somewhere along the way, it went awry when they were being sent either for burial, cremation, and they never made it to where they were supposed to be going," Gleason told Miller.
County investigators are trying to find out who is responsible for dumping roughly 25 black trash bags filled with 35 animal remains, including cats, dogs, a one-and-a-half foot rare lizard near the Westchester Avenue entrance to the highway in Harrison.
Some of the remains were in boxes within the bags.

"We may be looking for, you know, a vet's office or animal cemetery or some other type of service," Gleason told Miller.
Gleason said the lizard had evidence of surgical work, and hopes that could help them in their search for whomever did this.
"It's devastating. It made me choke a little bit, choke up a little bit," Marcy Rydd, who works at Westchester County's Pets Alive Rescue Center, a no-kill shelter full of healthy cats and dogs, told CBS 2's Derricke Dennis.
