Plans Unveiled For Hunter's Point Makeover

NEW YORK (CBSNewYork/AP) -- Plans for New York City's largest affordable housing complex since the 1970s feature rooftop decks and gardens, as well as waterfront parkland and views of Manhattan's skyline.

The city announced Wednesday it has selected a development team for the first phase of the $360 million Hunter's Point South project. It's eventually slated to include 5,000 apartments -- including at least 3,000 affordable housing units.

Phipps Houses, Related Companies and Monadnock Construction will be responsible for the first phase of the Long Island City project. It will include 900 units and opens in 2014.

Three-quarters of the apartments in the first phase are to be kept permanently affordable. They'll be targeted at residents who make between $32,000 and $130,000 per year for a family of four.

"It is an area that just cried out for development and the time has come," Mayor Michael Bloomberg said.

The long-abandoned manufacturing area along the Queens waterfront will also feature shops, schools, parks, a library and a ferry to Manhattan.

"This is one of the great development opportunities in the city," Bloomberg said. "The views are spectacular, the transportation is first class."

The area was once the planned site of the 2012 Olympic village.
