Norwich Library Uses High Culture To Keep Away Unwanted Loiterers
NORWICH, CT (CBSNewYork) - To discourage smokers, teens, and others who like to hang out near the front of the Otis Library in Norwich, director Robert Farwell has decided to broadcast an interesting mix of classical music.

"Not only does it keep some people from congregating at the wrong places, but it seems to have a soothing and upbeat effect on our patrons," he said.
Farwell says a little research showed him that airing classical music has been a very successful way to deter loiterers and in large public places.
The music is much more effective than signage, he says, which is generally ignored. He cites no smoking signs.
