The hearing will focus on utilities' preparedness and response and recommendations for restructuring utilities.

Mangano told 1010 WINS' Mona Rivera that he will be pushing for a communication and emergency preparedness plan.

Members of the public also may testify. They will be limited to two minutes per person.

Another hearing is set for Dec. 20. That will focus specifically on the Long Island Power Authority and National Grid's storm response. A location for that hearing has not been announced.

Only one member of the public spoke last week when the commission met in New York City.

The Moreland Commission was appointed by Gov. Andrew Cuomo to review the actions taken by the power companies before and after hurricanes Sandy and Irene and Tropical Storm Lee. It will also make specific recommendations about how to reform and modernize the way New York delivers power to its residents.
