County Executive Ed Mangano issued the warning in his State of the County address Wednesday night.
The Republican and the nine legislative Democrats are battling over a plan to borrow $102 million to fund decades' worth of property tax payments.
All 10 Republicans support the plan. It has been approved by the Nassau Interim Finance Authority.
Mangano said his policy changes have saved the county $200 million. They include privatization of Nassau's bus service and downsizing of four police precincts.
