Villalobos jumped from a monorail and climbed a 16-foot fence to get into their pen, police said.
According to the complaint, Villalobos told an officer, "I was testing my natural fear."
A 400-pound Siberian tiger dealt him multiple injuries, including a punctured lung, broken arm and ankle.
He was rescued by zoo officials, who used a fire extinguisher to chase the animal away.
Villalobos was sentenced to a conditional discharge and is required to complete a year of mental health treatment.
