Man Shot, Killed In East Harlem Public Housing Complex
NEW YORK (CBSNewYork) -- A man was shot and killed in broad daylight Monday in an East Harlem public housing development.
Joseph Osbourne, 29, was found by officers around 3:40 p.m. Thursday in front of Taft Houses development high-rise at 1734 Madison Ave., police said.
He was lying unconscious with a gunshot wound to the neck.
Osbourne, of the Upper West Side, was pronounced dead at the scene, police said.
There were no arrests late Monday and the investigation continued.
