Gaga morphed into a stripped-down version of the Statue of Liberty holding a burning paper torch and wearing only a lacy black bra, panties and a crown made of long, blond hair.
The 24-year-old pop superstar -- who was born and raised in the Big Apple -- is joined by designer Marc Jacobs on the cover. The two posed together for a couple of shots by Mario Testino.
"Just as the Statue of Liberty was France's gift to America, Gaga is, to us, New York's greatest gift to pop culture and fashion," V editor Stephen Gan said in an announcement.
Other New York icons featured in the issue include Mark Ronson, Chloe Sevigny, Debbie Harry and The Scissor Sisters front-man Jake Shears.
