"One each side of me, handcuffs on me, hardly any clothes on me. I said I can't walk. I cannot even go out for the paper some days," Walsh told Hall.
The neighbor was not available for comment.
The two, Hall is told, have had an ongoing feud over a new fence that was put up.
Police said they were very sensitive and used minimum force, including linking two sets of handcuffs together for less pressure.
Walsh is due back in court on June 3.
