Governor Christie says he always wanted to give the full $149 million in transitional aid to the state's poorer cities and that's why he says it was in his original budget proposal.
"But I am not going to give this money away without the appropriate funding and oversight mechanism to make sure that it's spent in a way that's in conformance with the program," said Christie.
So he vetoed the funding when he says Democrats took out money for oversight. But now, he's reintroducing a bill to reinstate the aid and funding for local government services to oversee efficient spending.
"What we're trying to do is make transitional aid exactly what it is, transitioning to be self-sufficient," said Christie.
