Transportation officials have opened a new third lane in each direction along a 17-mile stretch between Toms River and Long Beach Island.
The $225 million project has been in progress for nearly two years.
State Police Lt. Eric Heitmann told The Star-Ledger of Newark the addition of the shoulder is a huge safety improvement because police and motorists have had to pull over on the grass.
The second phase of the widening project will extend the third lane south for another 15 miles.
