As for its recommendations for massive tax hikes and up to 2,000 layoffs, Booker told reporters including WCBS 880's Rich Lamb: "I'm not going to embrace a report that tells me 'Mayor, burn the village down in order to save it. Jack taxes up 40%. Lay off 300 more police officers.' That's ridiculous!"

Booker says if the council would adopt his proposed budget, it would spread the pain in a responsible way over two years.
