Fuller, 33, is charged with two counts of murder, robbery, criminal possession of a weapon and more. He was ordered held without bail and is due back in court December 6. He was led out of the courtroom in handcuffs.
Prosecutors say Fuller gunned down officer Arthur Lopez in cold blood last month when Lopez, 29, pulled Fuller over during a traffic stop.
Police say after killing Lopez, Fuller carjacked and killed 58-year-old Raymond Facey near the Hempstead Turnpike.
"Artie and Facey were both murdered by somebody who should never be able to see the light of day again," said James Carver of the Nassau County Patrolmen's Benevolent Association. "Really the only the manly thing to do, and this guy hasn't done one manly thing yet, is to own up, plead guilty and spend the rest of his life in jail."

Police have also arrested Gerald Williams on weapons charges in connection with the case.
"[Fuller] did reach out to associates and he did engineer a situation in which he would be wounded, apparently to try to create the impression that he was an innocent victim and not a perpetrator," Assistant District Attorney Mitchell Benson said, describing some of the circumstances around Fuller's arrest.
Fuller served four years in prison after pleading guilty to attempted murder in 2005. He was released in May 2011 after being jailed the year before for violating his parole.
"Not only was he paroled once, but why was he paroled twice and allowed to go out here and kill?" Carver said.
If convicted, Fuller could face life in prison.
A memorial fund has been established in Lopez's name. Checks can be made payable to The PO Arthur Lopez Memorial Fund and mailed to the PBA office at 89 East Jericho Turnpike Mineola, N.Y. 11501.
