The 12 jurors did not meet a consensus during rare Saturday and Sunday sessions, and at one point asked for a read back of testimony.
The victims' family said they're frustrated with the lengthy deliberations.
"This is the first time I cried in a while. It's really hard to go home with things being really unresolved. I wish we could have seen a conclusion, but I'm sure there will be one whether we are here or not," said Cynthia Hawke-Renn, Jennifer's sister.
The jury is deciding whether Hayes should receive life in prison or the death penalty.
