Civilian Traffic Managers Help Ease Holland Tunnel Traffic For Cars And Pedestrians
NEW YORK (CBSNewYork) - A thriving business district near the Holland Tunnel often means a delicate but often messy dance between car and pedestrian.
Enter the civilian traffic manager.

"Even though we have no enforcement authority, they realize that we are all in the function and that it's for the benefit of all," retired police Sgt. Carl Vitale told WCBS 880's Marla Diamond.
Vitale supervises six pedestrian traffic managers for the Hudson Square Business Improvement District.
"We've noticed that the boxes are blocked about 41 percent less of the time, and the crosswalks are blocked over 60 percent less of the time," Hudson Square Connection president Ellen Baer said.
And she said that there's been a measured reduction in noise pollution, thanks to much less honking.
