The former president told the crowd Cuomo would "end the 30-year debate" over the role government should play in people's lives.
Clinton also mocked Republican gubernatorial candidate Carl Paladino's plan to send welfare recipients to receive hygiene lessons in upstate prisons.
Cuomo said Clinton had shown Americans how good government works. Cuomo served under Clinton at the Department of Housing and Urban Development for eight years, eventually becoming HUD secretary.
Polls show Cuomo with a wide lead over Paladino going into next week's midterm elections.
