Officials are hoping a new bidding protocol will help them keep a better handle on cost and construction of the new bridge.
Thruway Authority executive director Tom Madison says unlike most similar projects, they're not designing the bridge. The same private group that draws up the plan will build it.
"Often times, that public design, when it gets translated to the private contractor to build ends up with cost overruns or with additional orders on contract," he said.
Madison says he won't know the cost of the project until bids are received this summer. The ball park estimate is $5 billion.
