The boy was at a parking garage on East 107th near Fifth Avenue when 44-year-old Miguel Padilla fired at least two shots at the boy and his mother, police said.

Padilla fled the garage to his apartment across the street where cops later arrested him. He has been charged with attempted murder and reckless endangerment among other charges.

Padilla and the boy's mother had gotten into an argument over a parking spot before the man pulled out his gun.

Josh, who has parked in that garage for years, expressed concern over the shooting but said that the neighborhood was still safe.

"Terrible thing for the people involved. I feel very sorry for them. But this is a fine neighborhood. I've got three little kids at home. They're out in the street all the time. It won't change my view," he said.

Carol was coming to park her car there moments after the shooting.

"As I came up Fifth Avenue, a cab came with three cops in it. They jumped out and ran into the garage," said Carol, who added that she had always felt safe until now.
