Officials said the man was combative and officers opened fire, shooting the man in the head.
Residents told CBS 2 the victim was known in the community.
"He's usually walking around Spring Valley. He ain't going to hurt nobody, like he talks to himself. He's a little crazy, you know," Chris Abiane said.
A crowd of Haitian-Americans gathered across the street from the scene of the shooting to express anger at the incident.
"He was very nice, very loving, very caring. He would play numbers. HE wouldn't cause nobody, no problems. He was a Christian," Yvette Rodriguez told 1010 WINS' Al Jones. "I would think that they should've Tased him, not just shoot him."
Rodriguez said the victim could get loud and obnoxious when drunk but said he was harmless.
The victim has been identified in reports as Harvey Giles.
An initial police investigation ruled the shooting was justified.
The district attorney is also investigating.
