3 New Deputy Commissioners Appointed To NYPD

NEW YORK (CBSNewYork) -- The NYPD on Wednesday announced the appointment of three new deputy commissioners – including one for a new collaborative policing post.

Susan Herman will take on the post of deputy commissioner of collaborative policing; Benjamin B. Tucker will become deputy commissioner of training, and Zachary Tumin will take over as deputy commissioner of strategic initiatives.

Herman is an associate professor of criminal justice at Pace University. In her position at the NYPD, she will aid the police commissioner in collaborative policing efforts to curb crime and build relationships with communities, according to a news release.

"During Susan's exceptional career, she has demonstrated an in-depth knowledge of the relationship between the police and the people they serve. As a lawyer, a victim advocate and a criminal justice expert with community development experience, she understands that the police can do their job better if they work in partnership with others. I am pleased that she will be a key member of the new leadership team at the NYPD," Bratton said in the release.

Tucker, an NYPD veteran who joined the force as a trainee in 1969, served senior posts during the Koch and Bloomberg administrations. He has also served in posts under former President Bill Clinton, and most recently, under President Barack Obama directing of the High Intensity Drug Trafficking Areas Program.

In that post, he funded substance abuse prevention coalitions in 49 states and four U.S. territories.

In the release, Bratton said Tucker's background "makes him uniquely well suited to serve the Department and advance our vision to improve upon the already superior and very essential training programs that are in place for all uniformed and civilian employees," said Police Commissioner Bratton.

Tucker will oversee all training of NYPD personnel.

Tumin has had three decades of experience in industry, government and the Harvard Kennedy School. He served with Boston Mayor Kevin H. White in the Office of Management and Budget in the 1970s, and served as a special assistant to District Attorney Elizabeth Holtzman in Brooklyn in the 1980s.

He later led the Information Services Division for the New York State Organized Crime task Force, and served led public safety for two New York City schools chancellors.

"Zach brings to the table 30 years of experience in the fields of information technology, strategic management, public policy, and collaboration that will be greatly utilized to the benefit of the NYPD," Bratton said in the release.

Bratton and Tumin co-wrote the book, "Collaborate or Perish! Reaching across Boundaries in a Networked World."
