Woman, 29, Found Dead Inside Lower East Side Apartment Building Identified

NEW YORK (CBSNewYork) -- Police are investigating the death of a woman who was found with her neck slashed inside a Lower East Side apartment building.

The 29-year-old victim's body was found inside 191 Orchard Street around 11 a.m. Monday, police said.

She's been identified as Carlisle Brigham, the daughter of former New York City budget director James Brigham, Jr. The 29-year-old was recently married.

Brigham did not live in the building, but was reportedly staying with a friend.

A man who lives inside the five-story walk-up building discovered the body in a stairwell between the first and second floors.

Mizanur Rahman, 17, said when he first found Brigham, he did not realize the severity of the situation.

"She was laying face-flat on the floor on the 1st floor and she appeared to have urinated on herself. When I went closer I saw blood and that's when I knew something serious really happened. I just thought she just tripped and fell," Rahman told Diamond.

When he called 911, the operator instructed him to begin CPR.

"So I flipped her over and that's when I saw that she had blood on her nose, her mouth, her throat," he said.

The man said there was no indication of the severity of the situation before he found her body.

"We didn't hear any noise...I expected her to at least scream," Rahman told Diamond.

A woman who lives nearby said she saw the flashing lights outside the building.

"I only just saw her get wheeled out and put into the ambulance and you could tell that she was alive because they didn't put the sheet over her head," a neighbor told Papa.

Brigham was rushed to Beth Israel Hospital, where she was pronounced dead.

A man that lives up the block said he will warn his girlfriend to be more cautious in the neighborhood now.

"I'm shocked, I'm a bit nervous," the man told Papa.
