The crash happened back on Sept. 29, 2013 on Old Country Road near Merchants Concourse and the Source mall in Westbury.
Authorities said Vides was behind the wheel of a Mitsubishi when he somehow lost control of the vehicle and jumped a curb, crashing into a tree.
At the time, police said the driver appeared to have suffered some kind of medical emergency, which caused him to veer abruptly to the right of the road.
Martha Hernandez-Majano, 27, and Renen Vides Jr., 4, were both killed in the crash, police said.
Police said the 29-year-old Vides was arrested after Garden City officers spotted him driving a car without a front license plate. They later discovered that he had an open warrant, police said.
The district attorney would not elaborate why it took so long to bring charges against Vides, WCBS 880's Sophia Hall reported.
He is due in court on Saturday.
