(CBS) MOORE, Okla. - Police arrested two men Tuesday night after they allegedly looted a Moore, Okla. neighborhood that was ravaged by a deadly tornado Monday afternoon, CBS affiliate KWTV reports.

According to the station, a homeowner told police that he saw the two men in the rubble of his house and asked them what they were doing. The suspects, who remain unidentified, reportedly told the resident they were looking for survivors. However, the resident said he found his belongings in the suspects' pockets and called police, the station reports.

Officers reportedly found a bag full of items the two had allegedly stolen from homes destroyed in the neighborhood.

Monday's tornado killed at least 24 people, destroyed countless homes and reduced one elementary school almost entirely to rubble, killing seven children inside. In all, the twister is known to have taken the lives of nine children.

KWTV reports authorities say they are working to avoid the looting problem. The Oklahoma Insurance Commissioner is reportedly working to establish a badge system in which residents of Moore would need a badge in order to enter their tornado-ravaged neighborhoods.
