The movie will focus on a six-month period in 1962, when France and Monaco were at odds over the city-state's standing as a tax haven. Kelly, then 33, worked behind the scenes to save Monaco from a coup.

Kelly retired from acting at 26 and married Prince Rainier III of Monaco in 1956. Before that, her Hollywood career included roles in "High Noon," "Dial M for Murder," "Rear Window," "To Catch a Thief" and "The Country Girl," for which she won an Oscar. She died in a car crash in 1982.

Kidman, 44, earned an Oscar for her role in the 2002 film "The Hours."
