Former New York Mayor Rudy Giuliani is considering a bid for the Republican nomination for president and could make an announcement soon, according to a new report.

The conservative Weekly Standard cites "two reliable sources" who tell editor William Kristol that Giuliani sees parallels between his 1989 mayoral race loss and victory in the next election with his loss in 2008 and the current race.

"Rudy lost to David Dinkins in 1989, making several unforced errors and running without a focused message. In 1993, as the streets of New York plunged into crisis, Rudy ran a disciplined campaign pledging to turn the city around. He won, and in a disciplined first term, he governed successfully," Kristol wrote on the magazine's website.

Giuliani is widely considered to be too moderate to win the Republican nomination as social conservatives hope to choose one of their own.

In 2008, Giuliani steered clear of the New Hampshire primary contest, focusing almost exclusively on Florida, where voters are more moderate.

Kristol says this time Giuliani would go head to head with New Hampshire front-runner Mitt Romney and then try to garner enough electoral votes in delegate rich states like New York, New Jersey and California.

"It seems implausible that Rudy Giuliani could win the nomination. But it's an implausible year," Kristol wrote.

Rep. Peter King told CBS News last month he "would not be at all surprised" if Giuliani jumped in the race.

A spokesperson for Giuliani did not immediately respond to a request for comment.
