Officials said Elvington stole at least one a victim's credit card information and used it to purchase an item.
He was was arrested for a second time Tuesday on charges related to grand theft and burglary. He was released pending further investigation, according to authorities.
Authorities said most of the victims have been from the Santa Clarita Valley area, CBS Los Angeles reported.
To locate unsuspecting victims and to find women who may be hesitant to report they were scammed, detectives released the suspect's photograph.
