Honduras Plans to Restore Civil Rights

The interim president of Honduras says an emergency decree that limited civil rights in the troubled Central American country will be repealed as of Tuesday.

Roberto Micheletti tells a television interviewer his ministers plan to repeal the decree at a meeting Monday.

Micheletti tells Channel 5 the decree is no longer needed because "there is peace" in the country.

He issued the 45-day decree on Sept. 26 as protests roiled the country following the surprise return of ousted President Manuel Zelaya.

The decree banned gatherings of more than 20 people and forced two pro-Zelaya media outlets to close. Critics complained it would interfere with campaigns for November elections.
