The National Retail Federation says holiday sales are expected to rise 2.3 percent over last year. While that's up from the dismal last two years, it's still slightly lower than the 10-yr average for holiday sales of 2.5 percent. Maybe that's why holiday hiring is expected to only creep slightly higher over the next three months.
