Delegation Includes Starr Witnesses

President Clinton's entourage on his Africa tour includes several people who have testified before a grand jury empaneled by independent counsel Kenneth Starr.

Personal secretary Betty Currie, confidant Bruce Lindsey, and personal aide Kris Engskov all of whom have appeared before the grand jury investigating President Clinton's relationship with Monica Lewinsky are all headed to Africa.

White House legal counsel Cheryl Mills and spokesman Joe Lockhart, whose portfolios include the Starr investigation, are also part of the official delegation accompanying Clinton on his 11-day, six-nation tour. They return next month.

While Lindsey and Engskov are always at Clinton's side when he travels, Currie does not normally go on presidential trips.

All told, 68 members of the administration are making the trip with more than 40 members of Congress and people described by the White House as "private citizens."

They include Detroit Mayor Dennis W. Archer; jewelry executive Maurice Tempelsman, the longtime companion of Jacqueline Kennedy Onassis who has recently escorted Secretary of State Madeleine Albright; and grocery-chain mogul Ron Burkle, who has loaned his Los Angeles-area homes to Clinton for fund-raisers and vacations.

The official delegation includes Commerce Secretary William Daley, Labor Secretary Alexis Herman and Transportation Secretary Rodney Slater. The Rev. Jesse Jackson, Clinton's special envoy to Africa, is also going.
