Suspect, 14, who shot Minneapolis man in the neck charged with assault
A bullet has left a man partially paralyzed. The victim says that bullet was fired by a 14-year-old boy. He's fed up and frustrated with how the case is being handled. Our David Schuman talked to him from his hospital bed.
