St. Paul mayor calls conditions at Lowry Apartments "disgusting"
Dozens of people are living in dangerous and disgusting conditions. Inside an apartment building in downtown St. Paul, WCCO saw needles, standing water and even feces. As David Schuman reports, this living nightmare now has the attention of the mayor.
