Controversial St. Paul ballot measure would raise property taxes to cover day care costs

There's a clash in St. Paul City Hall over a ballot measure designed to make child care more affordable. Voters will decide if they want to raise property taxes to help low-income families cover the cost of daycare. But as Caroline Cummings reports, Mayor Melvin Carter says regardless of the outcome, the city can't implement the program.
