They found a man in a crashed vehicle who had been shot in the head and neck. Police said he was taken to Regions Hospital and is in "very critical condition with life-threatening injuries."

Thursday afternoon, investigators say they were notified that the man had died. The Ramsey County Medical Examiner identified the victim as 21-year-old Toumai Gaynor, of St. Paul.

"Our investigators were called in and have been working to determine what occurred and who is responsible," the department said.

Investigators have since arrested another 21-year-old for the murder.
