It's the property just east of where the Metrodome currently sits, near 11th Avenue and 6th Street.
Building there would mean the team could continue playing at the Metrodome, rather than losing seating by playing at TCF Bank Stadium.
But there are some concerns about the property, because it's home to numerous telecommunications companies.
Rybak also said the Minneapolis City Council isn't fully on board with the new plan, but it's getting close.
"I think people are seeing every day a little more progress, and I believe in this," Rybak said. "I believe in the Vikings, but I think we have to do it in a way that's responsible."
