Mangan says when Armstrong's testicular cancer was revealed, he became a poster child for families dealing with the disease.
"And with this news that came out now about this alleged EPO blood doping, as well as blood transfusions, it's extremely disappointing for someone who had such a wonderful place in the eyes of cyclists, and for those of us who deal with cancer patients," Mangan said.
Armstrong, who retired a year ago, has denied he ever took banned substances.
