Charges: Man 'In Heat' Exposed Himself To Girl, 15
MINNEAPOLIS (WCCO) – A 25-year-old Burnsville man is accused of exposing himself to a man and his daughter outside their home and saying he was "in heat," according to charges filed Thursday in Dakota County Court.
Anthony Wayne Smith was charged with one count of fifth-degree criminal sexual conduct, a gross misdemeanor, in connection with the May 9 incident.
According to a criminal complaint, Burnsville Police were called to a residence at about 5:40 p.m. that day on a report of indecent exposure. When authorities arrived, a man and his 15-year-old daughter were playing with a basketball outside their home when a man they didn't know, later identified as Smith, approached them wearing only black bicycle shorts.
The complaint states Smith had his hand down his pants and was masturbating. The man told his daughter to go into the house, then took Smith and had him sit down on the curb, contacted police and waited with Smith until authorities arrived.
Smith apologized to the man, saying he was "in heat." When authorities arrived, Smith admitted to exposing his penis, apologized and said "I'm in heat," according to the complaint.
Smith's bicycle shorts and legs were wet and it appeared that he had been in a pond or had soiled himself. Authorities took him into custody and transported him to a hospital for evaluation. While being transported, Smith continued to make statements about a "dog in heat" and apologized for "doing that in front of kids," according to the complaint.
If convicted, he faces up to a year in jail and a $3,000 fine.
